North Atlantic
Wind to Hydrogen Project
Phase 1
North Atlantic
Wind to Hydrogen Project
Phase 1
Project Overview
North Atlantic is proposing to develop a wind farm on 4,600 hectares in the Sunnyside area, and a hydrogen plant and hydrogenation plant in Come By Chance, at the existing North Atlantic Logistics terminal.

Project Components
- A 329MW wind farm east of Sunnyside.
- A Hydrogen Generation Plant with the capacity to produce 30,000 tonnes of green hydrogen per year.
- A Hydrogenation Plant with capacity to convert up to 60,000 tonnes of hydrogen to a Liquid Organic Hydrogen Carrier (LOHC) for export.
- A 230 kV transmission line and associated electrical infrastructure to connect the wind farm to the Hydrogen Generation Plant.
- The use of the existing Come By Chance jetty and four storage tanks.

Environmental Assessment
On July 17, 2025, the Environmental Assessment Registration Document for the proposed North Atlantic Wind to Hydrogen Project was submitted to the Department of Environment and Climate Change under the Environmental Protection Act.
On September 5, 2025, the Minister of Environment and Climate Change advised North Atlantic that it had successfully moved to the Environmental Preview Report stage.
On March 27, 2026, North Atlantic submitted the Environmental Preview Report to the Environmental Assessment Division.
On Friday, May 15, 2026, the Minister released Phase 1 of North Atlantic’s Wind to Hydrogen project from further Environmental Assessment. The Minister’s decision can be found here.
Over two years, field teams carefully studied the land, water, air, wildlife, and local communities to understand the area as it is today. These findings help us see the full picture before any development begins, and they’ll guide responsible decisions to protect what matters most: our environment, culture, and way of life.
The EA documents presented a comprehensive baseline, including:
- Atmospheric, aquatic, terrestrial, and socio-economic conditions
- Land and resource use
- Heritage and cultural resources
They also reflect feedback from public sessions, as well as extensive government and stakeholder discussions held throughout the planning process. We remain committed to ongoing engagement as the Project moves forward.
We believe that this innovative Project will play a key role in Newfoundland and Labrador’s green energy transition, create economic and community benefits, and help position the province as a global player in hydrogen production and export.
