Vice President of Human Resources, Come by Chance Refinery

North Atlantic Refinery Limited (NARL) is a crude oil refinery located in Come By Chance in Newfoundland and Labrador, Canada. It has a refinery capacity of 130,000 barrels per day.

North Atlantic Refinery Limited is seeking a skilled Vice President of Human Resources to oversee the administration, coordination, and evaluation of the HR function. As a strategic partner within our business, and reporting directly to the Chief Operating Officer, the successful incumbent of this key leadership role will be responsible for the development of Human Resources processes and procedures that support the achievement of the organization’s business goals and will develop and lead HR practices that uphold the ongoing development of a superior workforce.

Responsibilities

Labour Relations

  • Oversee the work of all bargaining teams and provide a strategic plan that results in successful negotiations on collective bargaining matters, including mediating essential service agreements, resolving grievances and human rights complaints, and foster positive labour relations.

  • Manages the administration and interpretation of various labor agreements, oversees the grievance process, and provides labor relations support during contract negotiations.

  • Lead Arbitration preparation and case management, mediation and dispute resolution practices.

Recruitment and Selection

  • Develops and builds hiring processes for a variety of levels from temporary staffing to executive placement.

  • Develops, streamlines and enhances staffing systems, tracking reporting and analysis.

  • Manages relocation, immigration and other responsibilities related to staffing administration.

  • Oversees the recruitment strategy and activities including scheduling, phone screen interviews, design of interview questions, consultation with hiring managers, reference checks, background checks, job offer negotiation, etc.

  • Oversee new employee orientation program.

  • Manage workforce planning, organizational design activities and talent acquisition initiatives.

  • Lead succession planning programs to ensure continuity of culture and sustained growth.

Programs and Partnerships

  • Implement and annually update compensation program; conduct annual salary surveys and develop salary budget in consultation with the COO.

  • Develop and manage HR policies and procedures that align with corporate objectives.

  • Oversee Benefits and Pension Program Administration and plans.

  • Develop and maintain a network with HR professionals and participate in associations, as appropriate, to stay current with progressive HR practices and trends.

  • Manage a budget related to the activities of the Human Resources Department.

Professional Development and Coaching

  • Promote continuous professional development of employees and leaders by creating an organizational learning plan in consultation with the COO.

  • Develop and ensure facilitation of training programs for employees and managers.

  • Develop, monitor, and revise performance review program and career path-ing programs as necessary.

  • Provide support and coaching to managers in the areas of performance management, employee relations, labour relations and professional development

Communications and Employee Engagement
  • Establish and develop employee communications to foster engagement, solicit ideas, and provide recognition and awareness regarding people-related tools, programs, and resources.

  • Promote the employee brand internally and externally acting on opportunities to position the company as an employer of choice within the industry.

Reporting and Confidentiality

  • Ensure exit interviews for voluntary terminations are complete, and perform data analytics for retention and continuous improvement.

  • Establish HR-related metrics such as turnover, demographics, and compensation data to identify trends and proactively address future requirements.

  • Oversee the administration of government forms for Service Canada such as annual EI Premium Reduction, ROE’s, Employee Tax Forms, etc.

  • Securely maintain personnel files, follow internal policy regarding access to information, and maintain strict confidentiality.

  • Oversees the investigation of situations and or incidents involving alleged employee misconduct.

  • Support other business applications at North Atlantic Refinery Limited as needed.

Qualifications

  • Bachelor’s Degree in Human Resources Management or Bachelor of Laws (LL.B) with a specialty in employment or labour law. Equivalencies will be considered based on combined education and related experience profile.

  • A Master’s Degree in Human Resources would be considered an asset.

  • Acquired or working towards a Certified Professional Human Resources (CPHR) designation would be considered an asset.

  • Minimum of ten (10) years progressive work experience as a senior Human Resources Leader in a multi-disciplinary unionized environment, five (5) of which must include experience leading a team of Human Resources Professionals.

  • Demonstrated strong ethics, professional judgment, and decision making skills.

  • Strong facilitation skills and ability to design, deliver, and manage HR programs.

  • Excellent verbal and written communication skills with the ability to effectively communicate with people at all job levels with messages that support company culture and values.

  • Strong analytical and problem-solving skills, with the ability to use empathy and good judgment when dealing with sensitive situations.

  • Proven ability to build relationships while leveraging strong conflict resolutions skills.

  • Effective multitasker with a keen ability to prioritize multiple time sensitive tasks in a dynamic environment.

  • Detail-oriented with strong financial (budget management), analytical and project management skills.

  • Excellent interpersonal, oral and written communication skills.

  • Proficient in MS Office Applications.
